It turned out that using the most basic Cloudflare CDN offering, available with SiteGround hosting was the problem. You could empty caches to temporarily fix the problem but you would have to invariably go back and do it again the next day.
Coincidentally the SiteGround SGoptimiser plugin has the webp converter built in.

That means all major browsers support it. Due to that I added a code on my theme functions.php that will display and allow webp upload. This time I have replaced all my images to webp. It doesn’t matter because only one or two of my visitors use old safari browser.
